How to apply...

Application Procedure:

Eligible tobacco producers who wish to apply for TLAP funds, must file an application with the county FSA office by the date established by CCC. However, an application filed late because of hardship may be accepted. Acceptance of such applications must be approved by the Deputy Administrator, subject to the availability of funds.

Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.

Award Procedure:

FSA determined the eligibility of the States that produced tobaccos that suffered a reduction of tobacco quota or acreage allotment in the quota marketing program for the 2001 crop year. FSA computed the total of basic quota for all kinds of eligible tobacco in each of the respective States. The eligible States notified tobacco producers of the status of their intentions. To ensure TLAP payments do not exceed funding limitation, the Tobacco and Peanuts Division (TPD) locked out the 2001 TLAP program application at county offices in April 2002. Thereafter, TPD will provide authorization codes to the county offices for any additional payments. The county office will use the authorization codes in order to issue the additional 2001 TLAP payments.

Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check. Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office, or by an authorized county office. The assistance may pass through the initial applicant for further distribution by intermediate level applicants to groups or individuals in the private sector.
